1.0 POSITION TITLE
1.1 Project Manager. This standard procedure defines the authority, responsibilities, duties, and performance standards of the Project Manager for the Yakama Nation Housing Authority (YNHA). This is an exempt, full-time position.
2.0 BASIC FUNCTION
2.1 The function of the Project manager is to manage the financial, technical, organizational, human, and other resources of multiple Projects for YNHA. The activities of the position are required to ensure that all contract commitments, stakeholder satisfaction, health and safety, staff development, and quality assurance are achieved according to the YNHA goals. No remote or hybrid option.
3.0 REQUIREMENTS
3.1 Education:
Required: Associate of Science in Business Management or Engineering field
Preferred: Bachelor of Science in Business Management or Engineering field
Preferred: Certified Construction Manager (CCM), Associate Constructor (AC) or Certified Professional Constructor (CPC) preferred.
3.2 Experience:
Demonstrated experience in managing construction projects.
3.3 Skill, Knowledge and Abilities:
Using education and experience as well as field knowledge and skills to manage projects, , and other available resources to fulfill the organizational goals. Proficiency in business software, including but not limited Microsoft products Word, Excel, Outlook, and SharePoint. Proficiency in using communication software such as Teams and/or Zoom.
3.4 Mental:
Requires engineering, analytical, and managerial skills. Language requirements are reading, writing, spelling, and the ability to communicate clearly on technical and business levels.
4.0 REPORTING RELATIONSHIP
4.1 The Project Manager is hired by and reports to Executive Director.
5.0 AUTHORITY
6.0 RESPONSIBILITY AND DUTIES
6.1 Responsible for preplanning, including site location, infrastructure options, community resources, (schools, grocery, fire, water, sewer),
6.2 Responsible for developing technical scopes of work, budgets, and schedules. Including comparison to total development costs (TDC).
6.3 Responsible to provide information needed to facilitate successful grant applications, environmental reviews, and predevelopment to make a project shovel ready.
6.4 Responsible for working internally to identify future projects which is subject to approval by the Executive Director.
6.5 Responsible for preparing a Request for proposal, or Request for qualification in coordination with Procurement.
6.6 Responsible for ensuring all assigned projects follow codes and apply for proper permits in all phases of the project.
6.7 Responsible for developing effective and logical work breakdown structures.
6.8 Responsible for execution of work in accordance with Quality Assurance Program (QAP) and Standard Operating Procedures (SOP) manual.
6.9 Responsible for ensuring that assigned project staff are adequately trained and have the necessary skills and credentials to perform project tasks.
6.10 Ability and duty to lead, organize, and motivate the project team.
6.11 Ability and duty to identify and mitigate project technical risk.
6.12 Responsible for tracking the project performance with respect to cost control, schedule, deliverables, quality of work, and final inspections.
6.13 Responsible for developing and conducting presentations both virtually and in person.
6.14 Responsible for contract change management, including scope, budget, and schedule changes
6.15 Responsible for the timely and consistent completion of reporting requirements for each project assignment.
6.16 Responsible for reviewing technical documents, including drawings, specifications, and reports.
6.17 Responsible for the preparation of reports, studies, letters, and exhibits of technical work assignments to company and m industry standards.
6.18 Responsible for activity and resource planning for assigned projects.
6.19 Responsible for ensuring all work is performed in compliance with the fundings Health and Safety requirements and that all employees have proper training, certification, and equipment for their work assignments.
6.20 Responsible for coordinating public meetings, surveys, and presenting the information to the Executive Director and the Board of Commissioners.
6.21 Responsible for ensuring pay applications are completed and submitted in a timely manner.
6.22 Responsible for ensuring compliance with 2 CFR Part 200 and YNHA policies and procedures.
6.23 Responsible for providing secure/sheltered storage for all materials, monitoring all rental/leased tools, equipment and other items for effective use and reducing inventory shrinkage.
6.24 Responsible for compiling and securing certified payrolls/documents.
6.25 Responsible for attending job-related training and meetings.
6.26 Responsible for responding to schedule changes and/or after normal work hour emergencies.
6.27 Responsible for completing and maintaining daily logs, work orders and prepares written reports.
6.28 Responsible for operating, driving, and cleanliness of YNHA vehicle and equipment.
6.29 Responsible for construction meeting minutes and providing a central accessible location for all construction related documents.
6.30 Responsible for ensuring as built are recorded in the blueprint room and digitally.
6.31 Read and follow all appropriate YNHA Policy and Procedures, including but not limited to Personnel Policy, Procurement Policy, Finance Policy, Company Vehicle Policy, Construction Policy, Internal Department and Program Guidelines.
6.32 Develop statement of procedures and update policy.
6.33 Other duties as assigned.
7.0 TOOLS AND TECHNIQUES
7.1 Ability to develop a Project Charter and establish foundational elements based on the needs, goals, and objectives of the project.
7.2 Development of a Project Management Plan and supporting plans, as required, depending upon the degree of project complexity.
7.3 Ability to use spreadsheets, accounting, or project management software for reviewing and tracking assigned projects with regard to financial performance, schedule performance, and quality of work.
7.4 Ability to create tracking systems to manage communications, stakeholder issues, project requirements, individual team responsibilities, and project submittals.
7.5 Ability to create and manage project records, including but not limited to internal meeting and status reports, and external client reports.
7.6 Ability to manage change requests and tracking using a change order log.
7.7 Ability to perform financial reporting using earned value formulas and variance reporting.
Drug and Alcohol Policy
The Yakama Nation Housing Authority has a Drug Free Workplace Policy. All employees are subject to pre-employment, random drug tests, and to test when the use of alcohol or drugs in the workplace is suspected.
Indian Preference Policy
In accordance with Section 101(k) of NAHASDA, Yakama Nation Housing Authority applies Yakama preference in employment, as established by Resolution GC-05-2012 of the Yakama General Council.
